Edmond Bourke

CEO, President

Mr. Bourke, a licensed general engineering contractor, has over 35 years of notable accomplishments in the oversight, management and implementation of civil and environmental engineering projects, providing remediation and development services to oil and chemical companies, redevelopment agencies, utility companies, and developers.

Vice President 

Mr. Spata has over 45 years of experience with management, oversight and implementation of environmental engineering projects. His environmental management experience includes a wide range of project accomplishments and management roles. Mr. Spata brings a strong track record of effective performance as an experienced Project Remediation Manager and a Key team member for federal Superfund/Remediation projects and environmental as well as development projects.

 Chief Financial Officer

Mr. Phung has a Doctorate in Business Management and over 40 years of experience in managing the accounting and record keeping of our C2 REM. His expertise also includes the management of information technologies, insurance, sales tax reporting, federal income tax reporting, outside CPA audits, and human resources.

 Professional Geologist

Mr. Proust has over 25 years of experience in the oversight and management of environmental engineering projects including Phase I and Phase II Environmental Site Assessments, soil and soil vapor, groundwater sampling and groundwater well installation, aquifer characterization, and data interpretation. Mr. Proust has environmental management experience in the evaluation of over 1,600 sites in 5 western states for an extended variety of site types. He has managed environmental business development, field operations, preparation of proposals, workplans, and reports in compliance with federal, state, and local regulations.  

 Professional Geologist

Mr. Lewis is a California Professional Geologist with over 26 years of experience in environmental assessment and remediation. He has over 18 years of experience managing multi-site, commercial and Federal investigation and remediation contracts. Additionally, Mr. Lewis has specialized expertise in time-critical investigation and remediation actions conducted within Federal, municipal, and commercial stakeholder groups. 

 Project Engineer

Ms. Zhang is a California Professional Engineer with a Master’s degree in Environmental Engineering from University of California, Irvine. She has over 10 years of experience with Arcview GIS mapping, Auto CAD design, research of Environmental Reports, collecting and analyzing air and water samples for various engineering projects. 

Office Manager

Mrs. Moreno has 25 years of experience coordinating environmental remediation and engineering projects, as well as interacting with clients, agency representatives, and contractors to ensure projects adhere to set frameworks. She also monitors project plans, schedules, budgets, and goals for C2 REM and clients. Mrs. Moreno has implemented health and safety procedures and manages project deliverables, and has successfully executed community outreach programs for several projects. She confidently leads our non-profit organization with philanthropic work including mission support, event planning, donor relations, data management, organizing and managing fundraisers, charity galas, and grant submittals. In addition, Mrs. Moreno also provides real estate services, contract review, and is a notary public of California.
